Flanker: OW has had for a while a deep prejudice against plastics in housing construction, but he will has to deal with the reality that plastics are a good material for an hydrocarbon producing country and that the Chavez government has put plastic housing at the forefront of his dignified public housing projects.

They are 50% cheaper and cooler temp wise than normal housing (I hear $20,000 each) they are assembled like lego blocks in a week, and the government has set an eventual goal of 100k (18k for now), when you combine this with the expected 70-80k of traditional public housing, and private sector construction, then Venezuela could very well see the end the of the ranchos or favelas within a generation.
